This annual recognition highlights the achievements of one member of the Department each year. Deputy Marshall Blalock was hired in 2003 as a fire specialist and was promoted to Fire Inspector in 2006. He oversees the day-to-day operations of the Bureau of Fire Prevention.

He is also responsible for overseeing the community education programs like Fire Prevention in the schools where 16 schools were visited throughout New Bern, Craven, and Pamlico counties in the month of October to educate more than 5100 students. This committee also hosts an annual Fire Truck Pull Competition, Open House, and MumFest activities.
